California motorcycle rules to know

  • The California motorcycle instruction permit comes with three restrictions, and one is that you may not carry passengers. A passenger changes how the motorcycle balances, brakes and speeds up, which is too much for a rider who is still learning. California Motorcycle Handbook (DL 665), page 10
  • The permit forbids three things: carrying passengers, freeway riding and nighttime riding. A solo daytime ride on surface streets avoids all three. These limits keep new riders out of higher-risk situations until they are fully licensed. California Motorcycle Handbook (DL 665), page 10
  • California requires motorcycle applicants under 21 to finish a CMSP training course before they receive a motorcycle instruction permit. Riders 21 and older are encouraged, but not required, to take it. The course gives hands-on knowledge and skill training before a new rider goes into traffic. California Motorcycle Handbook (DL 665), page 11
  • The DL 389 proves you completed CMSP training and can be used to waive the DMV motorcycle skills test. It is valid for 12 months from the issue date, so use it before it expires. California Motorcycle Handbook (DL 665), page 11
  • The DMV may waive the motorcycle skills test when you complete the CMSP course and submit the DL 389 certificate. Out-of-state programs and insurance course cards do not qualify. The waiver relies on California's own approved training standard. California Motorcycle Handbook (DL 665), page 11
  • California's Class M1 lets you operate any two-wheel motorcycle, motor-driven cycle or motorized scooter, plus everything in Class M2. Class M2 is limited to mopeds, motorized bicycles and motorized scooters. California Motorcycle Handbook (DL 665), page 8
