A junior permit must be held for at least six months before you can schedule a road test, and time spent under suspension or revocation does not count. The holding period exists so new drivers build real supervised experience.
New York State Driver's Manual (MV-21), page 19For daytime practice in New York City, a junior permit holder must be supervised by a parent, guardian, person in loco parentis, or instructor, and the vehicle must have dual controls. NYC traffic is dense, so the rule gives the supervisor a brake of their own.
New York State Department of Motor Vehicles websiteOn Long Island a junior driver may drive alone during the day only directly between home and work, a work-study program, a college or evening high school course, driver education, or farm work. All other driving must be accompanied by a licensed parent, guardian, person in loco parentis, driver education teacher or driving school instructor.
New York State Driver's Manual (MV-21), page 16Points are charged from the date you commit the violation. Delaying your court date does not move a violation out of the 24-month window.
New York State Driver's Manual (MV-21), page 22Six points within 18 months brings a $100 yearly Driver Responsibility Assessment for three years, plus $25 per year for each additional point. This is on top of court fines and surcharges.
New York State Driver's Manual (MV-21), page 23New York does not record most out-of-state moving violation convictions on its point record. The exceptions are traffic offenses committed in Ontario and Quebec, Canada. You must still answer the ticket, or your New York license can be suspended.
New York State Driver's Manual (MV-21), page 20Chemical test refusal is handled separately from the DWI charge. If a DMV hearing confirms the refusal, the license is revoked even if you are found not guilty, for at least one year for a first-time adult refusal, plus a $500 civil penalty.
New York State Driver's Manual (MV-21), page 56New York's texting fines rise with repeat offenses: up to $200 for a first offense, up to $250 for a second within 18 months, and up to $450 for a third or later. Junior and probationary drivers also face a 120-day suspension.
