Texas motorcycle rules to know

  • Texas requires a Class M license for anyone operating a motorcycle on a public highway, and the rule also covers three-wheel motorcycles, motor-driven cycles and mopeds. Small engines and extra wheels do not create an exception. Motorcycle Operator Training Manual (TDLR), page 7
  • Texas law requires motorcycle license applicants to pass a TDLR-approved motorcycle operator training course before they apply. The only exception the manual lists is for out-of-state applicants who already hold a motorcycle license. Motorcycle Operator Training Manual (TDLR), page 7
  • A course completion certificate can be used for licensing for two years from the date it is issued. If you wait longer than that to apply, the certificate can no longer be used. Motorcycle Operator Training Manual (TDLR), page 7
  • Texas DPS may waive the motorcycle knowledge test for an applicant who presents a valid course certificate. The course already includes its own knowledge exam, so DPS does not repeat it. Motorcycle Operator Training Manual (TDLR), page 54
  • The skills test is waived for applicants 18 and older who present a valid TDLR course certificate and already hold an unrestricted Class A, B, or C license. A learner license does not count as unrestricted. Motorcycle Operator Training Manual (TDLR), page 7
  • Riders aged 15 through 17 are not eligible for a skills test waiver in Texas. They must complete the approved course and then pass a motorcycle skills test before getting a Class M license. Motorcycle Operator Training Manual (TDLR), page 8
