C. Children younger than eight, unless they are 57 inches or taller
Utah law requires a child restraint device for every child younger than eight, used as the manufacturer directs. A child under eight who is 57 inches or taller is exempt and uses a properly fastened safety belt instead. (The handbook says 'eight and under'; the statute, Utah Code 41-6a-1803, says 'younger than eight'.)

B. By showing the court proof you bought, rented or acquired a child restraint device
Seat belt and child restraint violations are infractions with a fine of up to $45. For a first child-restraint violation, the court must waive the whole fine if you show proof that you acquired, rented or bought a child restraint device (Utah Code 41-6a-1805). The older online 30-minute course waiver no longer appears in the statute.
